Your Curaçao Sub-Licence Expired. Here Are Your Options in 2026
Curaçao's master licences expired in early 2025. Every sub-licence issued underneath them went with them. There is no renewal, no grace extension and no replacement sub-licence — the Curaçao Gaming Authority now issues licences directly, to operating entities, only.
If you are running on an expired sub-licence, or you let it lapse while pricing the alternatives, this is the practical position and the four routes out of it.
What actually happened
The old Curaçao model worked like this: four master licence holders, each issuing an effectively unlimited number of sub-licences with light oversight and a price point between €15,000 and €25,000. It licensed a very large share of the offshore market for over a decade.
The National Ordinance on Games of Chance (LOK) replaced it. Under the new regime:
- Master licences expired in early 2025 and were not renewed
- Sub-licensing was abolished — not paused, not restructured, abolished
- The CGA licenses operators directly, with direct supervision
- Annual B2C fee is €47,450 (€24,490 National Treasury + €22,960 CGA supervisory levy), plus a €4,592 non-refundable application fee
- A resident managing director is mandatory from the moment of grant
- A Compliance Officer and MLRO are required, and cannot be the CEO or operational director
- A physical office requirement phases in through 2028–29
- Review runs in two phases of roughly eight weeks each, each extendable by four
For an operator who paid €20,000 a year and had no local presence, the replacement is roughly four to five times the cost with a hiring requirement attached.
What running unlicensed actually costs you
This is not an abstract compliance point. The practical consequences arrive quickly:
Aggregators and game studios suspend supply. Their own licences require them to supply only licensed operators. When your licence reference stops validating, content gets cut — often with little notice.
Payment processors terminate. Even high-risk PSPs require a valid licence. Termination usually means frozen settlement balances while they work out what to do with pending funds.
Affiliates drop you. The larger affiliate networks verify licence status and delist unlicensed brands, taking your organic traffic with them.
Player disputes have no forum. Without a licence there is no ADR provider and no complaints framework. Complaints go to forums and review sites instead, and that damage is durable.
Banking access closes. An account opened on the basis of a gaming licence is at risk once that licence no longer exists.
The window between expiry and consequences is usually weeks, not months.
Option 1 — Curaçao LOK direct licence
Cost: €70,000–€110,000 year one, €50,000–€70,000 thereafter Timeline: 3–5 months Substance: resident managing director, Compliance Officer, MLRO, office phasing in
Right if you are large enough that the cost is immaterial, you want the improving supervisory standing, or a specific commercial partner requires a CGA licence by name.
Wrong for most operators who were on a sub-licence, which is precisely why so few of them have taken this route.
A provisional licence is available for up to six months, extendable by a further six, which can bridge the gap while a full application runs. It is worth asking about if Curaçao is genuinely where you want to end up.
Option 2 — Anjouan sub-licence
Cost: €9,000 per year, all in Timeline: 2–4 weeks Substance: none
The closest structural equivalent to what you had. You operate under an established master licence's regulatory framework, with your brand authorised for casino and sportsbook verticals, the compliance framework provided, and one annual fee covering everything.
- 0% tax on gross gaming revenue, 0% corporate income tax
- Casino, live dealer, sportsbook, poker, lottery and esports on one authorisation
- No incorporation, no key-person fees, no non-refundable application fee
- No local director, no office, no minimum capital
- Restricted markets essentially identical to Curaçao's, so your existing geo-blocking configuration largely carries over
The honest limitation: the certificate is not in your company's name. If that matters to an investor or a specific partner, this is not your route.
For an operator who was paying €20,000 a year for a Curaçao sub-licence, this is the same structure, faster, at less than half the price.
Option 3 — Anjouan direct licence
Cost: €25,000–€38,000 year one, €22,000–€30,000 thereafter Timeline: 6–14 weeks Substance: none
A certificate in your own entity's name without Curaçao's resident-director requirement, at roughly a third of the Curaçao cost. Official fees are €17,828 to issue and €17,828 annually to renew, with the application fee non-refundable regardless of outcome.
Right if you need the licence in your own name and have the runway for a six-to-fourteen-week process.
Many operators do this in two steps: sub-licence now to restore supply and payments within weeks, direct application running in parallel, migrate on grant.
Operating on an expired licence right now? This is time-sensitive — aggregators and PSPs typically cut off within weeks. We can have you compliant in two to four. Book a demo →
Option 4 — Tobique, Kahnawake or elsewhere
Tobique is fast (2–3 weeks) with no substance requirement at €18,000–€36,000. A credible direct-licence alternative, with narrower B2B recognition.
Kahnawake is long-established at roughly €37,000–€56,000 in year one, requiring local server hosting, over two to three months.
Costa Rica is not a gaming licence. It is a data processing permit with no regulator and no certificate. An increasing share of aggregators and PSPs refuse it, so as a replacement for a lapsed Curaçao licence it will not restore the supply relationships you have just lost.

What migration actually involves
Moving a live brand is less disruptive than most operators expect, provided it is sequenced properly.
- Due diligence on your UBOs — 3–10 days. You will have most of this on file from your original Curaçao application, though documents with 90-day validity windows need re-collecting.
- Brand and domain approval — 2–5 days.
- Compliance reconfiguration — 5–10 days. Update the licence reference and seal in your site footer, refresh terms and conditions, confirm the restricted-market geo-block list, connect to the ADR provider.
- Notify your supply chain. Aggregators, game studios and PSPs need the new licence reference to keep you supplied. Do this the day the licence is issued, not a week later.
- Player communication. A short, factual notice that your licensing jurisdiction has changed. Operators consistently overestimate how much players care and underestimate how much silence costs them.
Total: two to four weeks. Your platform, player database, game supply and payment integrations stay in place.
Frequently asked questions
Can I renew my Curaçao sub-licence? No. Master licences expired in early 2025 and sub-licensing was abolished under the LOK regime. There is no renewal path.
Is my Curaçao sub-licence still valid if it hasn't expired yet? Any remaining validity flows from the master licence it sits under, and those have expired. If your licence reference no longer validates against the CGA register, you are operating unlicensed. Check now rather than finding out when an aggregator cuts your content.
What is the cheapest replacement? An Anjouan sub-licence at €9,000 per year, live in two to four weeks.
Will I lose my players if I change jurisdiction? No. Your platform, player accounts, balances and payment integrations are unaffected. What changes is the licence reference displayed on your site and the compliance framework behind it.
How quickly can I get relicensed? Two to four weeks on an Anjouan sub-licence, assuming your UBO documentation is in order.
Can I run on a Costa Rica permit instead? You can, but it is not a gaming licence and will not restore the aggregator and payment relationships that a lapsed licence has cost you.
Should I go direct or sub-licence? Sub-licence if you need to be compliant in weeks and the certificate does not need your company's name on it. Direct if it does. Many operators take the sub-licence immediately and apply direct in parallel.
