Malta (MGA) Gambling License
Malta Gaming Authority (MGA)
The Malta Gaming Authority is widely regarded as the gold standard of iGaming regulation. An MGA license carries the strongest reputation in the industry, unlocks EU market access and passporting rights within the single market, and is accepted by every major bank, game provider and payment institution.
Malta suits established operators with real substance requirements: a Maltese company, local key functionaries and full EU-level compliance. The payoff is tier-one credibility and access to European regulated markets.
Capital requirements
Minimum initial issue share capital starts at €100,000 and scales with the license type; higher amounts apply when the operator holds player funds. The MGA also requires ongoing proof of adequate financial resources.
Tax treatment
Gaming tax is levied on gross gaming revenue: 5% on the first €4.6m of GGR for casino-type games, with reduced rates on further income bands. Corporate income tax applies at the standard Maltese rate (35%), with refundable tax-credit regimes commonly used by operators.
Required documents
Certificate of incorporation and constitutional documents of the Maltese company
Detailed business plan with three-year financial projections
KYC/due diligence files for shareholders, UBOs, directors and key functionaries
Source of funds and source of wealth evidence for major shareholders
AML/CFT procedures and appointment of a Money Laundering Reporting Officer
Responsible gaming, player protection and IT security frameworks
Technical platform documentation and independent RNG/game certification (GLI, BMM, iTech Labs)
Fit-and-proper declarations and personal questionnaires for key officials
Corporate structure
The license must be held by a Maltese-registered company with genuine local substance: a physical office in Malta and Maltese-resident key officials (including the MLRO and compliance officer). Applications are split into two stages — company incorporation first, then the license application.
