Curaçao Gambling License
Curaçao Gaming Authority (CGA), under the LOK framework
Since the National Ordinance on Games of Chance (LOK) came into force in September 2025, Curaçao has moved from the old master-license model to direct licensing under the new Curaçao Gaming Authority (CGA). The B2C license covers all gambling verticals in one authorization, which remains Curaçao's core appeal.
Curaçao offers a fixed fee regime with no gaming tax on gross gaming revenue, and licences are accepted by virtually every game provider and payment processor in the industry. It is the workhorse jurisdiction of international iGaming.
Capital requirements
The LOK framework requires proof of sufficient liquidity and financial soundness rather than a single published minimum. The CGA assesses each applicant's capacity to cover player liabilities and operating costs.
Tax treatment
No gaming tax on gross gaming revenue. The fixed annual fee replaces revenue-based charges; standard Curaçao profit tax rules apply to the corporate entity.
Required documents
Certificate of incorporation, articles and shareholder register of the applicant company
Certified IDs, CVs and proof of address for directors, shareholders and UBOs
Clean criminal record certificates for key individuals
Business plan and financial projections
AML/CFT policy and appointment of a Money Laundering Reporting Officer (MLRO)
Responsible gaming policy and player protection measures
Technical documentation of the gaming platform, RNG certificates and game certifications

Corporate structure
Under the LOK, operators apply directly to the CGA. The license-holding company should be a Curaçao-incorporated entity (or an EU/EEA company with Curaçao branch substance). Local substance is expected in practice: a Curaçao-based MLRO and day-to-day management presence are strongly recommended.
Frequently asked questions
Are Curaçao license fees fixed or revenue-based?
Under the LOK regime, fees are fixed annual amounts paid to the National Treasury and the CGA, payable by 15 January each year — there is no revenue-based gaming tax.
Did the LOK replace the master license system?
Yes. Since September 2025 the old master-license/sub-license structure is being wound down and all operators apply directly to the Curaçao Gaming Authority.
Is there a gaming tax on GGR in Curaçao?
No. The LOK regime uses fixed annual fees instead of a revenue-based gaming tax.
